Who sets your bill
A Naples property tax bill is not one rate. It is the sum of separate levies set by separate boards: Collier County, the school district, the city or village, the fire district, and any special districts on the parcel. Each holds its own hearings and each can move independently, which is why a flat county rate can still arrive as a higher bill.
Proposed rates are set in July, the TRIM notice showing them arrives in August, final hearings run in September, and bills go out in November.
