OPM asks whether federal health plans should offer more choices and face a premium ceiling
The Office of Personnel Management is reconsidering a rule that generally limits each federal employee health plan to three options, or two options plus a high-deductible plan.
In a request for information, OPM asks whether carriers should offer more, fewer or different choices. It also asks whether high-premium offerings should face a ceiling and possibly be removed, and how the program could encourage more high-deductible plans paired with health savings accounts.
The review covers a program serving about 8.3 million people. OPM says 47 carriers offer 132 plan options for 2026. Comments are due 60 days after Tuesday's publication, and the agency may use them in a later rulemaking. Current choices and premiums do not change now.
