Commerce lists five foreign cheese subsidy programmes across thirty countries, and only one of them carries a number, 47 cents a pound for Canada

Nobody wrote in.

That is the first fact in the quarterly listing of foreign government subsidies on cheese that the Commerce Department filed for publication on Wednesday morning. The previous update, issued on 1 May, asked any party holding information on foreign subsidy programmes benefiting cheese to send it. In the words of the new notice: "We received no comments, information, or requests for consultation from any party."

The listing exists because section 702(h) of the Trade Agreements Act of 1979 requires it, and it covers cheese subject to an in-quota rate of duty, meaning cheese entering the United States inside a tariff-rate quota rather than over it. This edition covers imports between 1 January and 31 March 2026.

The table

Five programmes are named, across thirty countries.

The 27 member states of the European Union appear once, jointly, for European Union Restitution Payments: zero gross, zero net. Norway appears three times, for an indirect milk subsidy, a consumer subsidy, and a total: zero throughout. Switzerland appears for deficiency payments, at zero.

Canada is the exception. Export Assistance on Certain Types of Cheese is listed at $0.47 a pound gross and $0.47 a pound net, the two definitions coming from separate subsections of the tariff statute and, here, landing on the same number.

The same table, with the same single non-zero line, ran in the update published on 1 May and in the one published on 30 January. Three quarters, no movement.

What the notice does not claim

Commerce does not say the zeroes mean those programmes have stopped. It says the appendix lists the amounts "for which information is currently available," and that it will add programmes and detail as the information is developed. That is a statement about what the department knows, not about what foreign treasuries are doing.

Comments are open until 30 September, through the docket at regulations.gov. The notice repeats that submissions are published as received, without contact details stripped out.
