Commerce has taken a Turkish company off the export blacklist eleven months after putting it on, and the rule doing it gives no reason
Eleven months on, and then off.
The Bureau of Industry and Security filed two final rules for public inspection on Friday morning, both of them removals, and between them they take one company entirely off the Entity List and trim two addresses from another. Neither rule explains itself. Each says only that the End-User Review Committee acted on information the bureau received under section 744.16 of the Export Administration Regulations and on the review that followed.
The Turkish entity is Atempo Proje Taahhüt Ses ve Görüntü Sistemleri Anonim Şirketi İstanbul Şubesi. It was added on 16 September 2025 at 90 FR 44496, in a group of three Turkish companies, and it comes off on 21 August 2026.
What the addition said
The removal rule is four pages and gives no reason. The addition gives several.
In September 2025 the bureau said the three Turkish companies had diverted or attempted to divert controlled United States origin items to Russia without prior authorisation, and that one of the others, EB Teknoloji, was engaged in conjunction with Atempo in concealing shipments of Tier 2 Common High Priority List goods to Russian entities. Those items, the rule said, are primarily electronic components that have been retrieved from Russian weapons found on the battlefield or identified as essential for Russia to manufacture its own military equipment. The committee went further with two of the three. It determined that Atempo and EB Teknoloji qualified as Russian Procurement Entities under section 734.9(g), gave them a footnote 3 designation, and set the review policy for their licence applications at denial rather than the presumption of denial that most entries carry.
All of that is the bureau's own determination, published in its own rule, and neither of Friday's rules revisits it. Removing the entry removes the footnote with it.
Removal is the harder vote of the two. The committee adds an entry by majority. It removes or modifies one only unanimously, and it draws its members from Commerce as chair, State, Defense, Energy and, where appropriate, Treasury.
The second rule takes two floors
The other filing is narrower and stranger. It removes two Hong Kong addresses from the entry for Arrow Electronics (Hong Kong) Co., Ltd., listed under China: two floors at Hong Kong Science Park, and a block of units on the eleventh floor of a logistics centre at Kwai Chung.
The entry itself survives. Five addresses remain under it, the licence requirement still covers all items subject to the regulations, and the review policy is still presumption of denial. That entry was added on 9 October 2025 at 90 FR 48193, in a batch of 29 entries across China, Turkey and the United Arab Emirates, in a passage about weaponised unmanned aircraft systems recovered from Iranian proxies. A rule published on 12 November 2025 had already removed a related company and six aliases from it. Friday's rule is the third step in that sequence.
Both rules take effect on the day they were filed. Both are scheduled to publish on 24 August, and the public inspection copies still carry the unfilled bracket where the Federal Register citation will go.
