Commerce has put preliminary dumping duties on truck trailers from Canada and Mexico, and the companies that did not answer a questionnaire drew 44.86 and 79.92 percent

Seven trailer producers did not return a questionnaire. That decision is now worth between ten and twenty five times the duty rate their competitors received.

Commerce made preliminary affirmative determinations on 29 July that van-type trailers and subassemblies from Canada and from Mexico are being sold in the United States at less than fair value, and filed both notices on Monday morning. Cash deposits begin at publication, dated 4 August. The period under investigation ran from 1 October 2024 to 30 September 2025.

Canada

Manac Inc. was the only company individually examined, and its margin came out at 4.29 percent. Because that figure is neither zero nor de minimis nor built on facts available, it becomes the all others rate as well, which puts Di-Mond Sales, Innovative Trailer Design Industries and Morgan Canada on the same 4.29 percent.

Two companies, Collins Manufacturing Company and GINCOR Werx, did not respond to the quantity and value questionnaire. Commerce found that they withheld necessary information, missed the deadlines and significantly impeded the proceeding, and applied an adverse inference. Their rate is 44.86 percent.

Mexico

Two respondents were examined. Hyundai de Mexico came out at 10.19 percent, reduced to an 8.35 percent cash deposit after a subsidy offset. Utility Trailer Manufacturing de México came out at 3.21 percent, reduced to 2.43 percent. The all others rate is 8.72 percent, depositing at 7.10.

Five Mexican producers did not respond: Commercializadora Nimmka, BRD Trailers, Gallegos Trailers, Industrias Kuzzy de Mexico and Manufacturas Industriales Gami. Each drew 79.92 percent on the same reasoning.

What happens next

Both final determinations have been postponed, in each case at the request of the largest respondent. Manac asked on 27 July, Hyundai de Mexico on 23 July, and both asked at the same time for provisional measures to run six months rather than four, which is what the regulation requires of anyone seeking the delay. Commerce granted both. The final determination is now due no later than 135 days after publication, which falls in mid December.

The International Trade Commission has not ruled. If the final determination is affirmative, it will decide before the later of 120 days from this preliminary determination or 45 days from the final one whether the imports are materially injuring, or threaten to injure, the domestic industry. Until then the deposits are provisional.
