UK proposes duties up to 63.66% on Chinese titanium dioxide

Britain's Trade Remedies Authority proposed five-year duties on Chinese rutile titanium dioxide after finding that dumped imports threaten domestic producers, according to its statement of essential facts.
The measure is not final.
The authority proposed a 48.29 percent rate for cooperating exporters and 63.66 percent for all others. Its preferred option would combine those rates with minimum amounts per kilogram, while a secondary option would use only the percentage rates.
The document says May 2026 import volume exceeded 299 percent of the May 2025 level. Titanium dioxide is used in coatings, plastics, paper and printing ink.
Comments close at 9 a.m. UK time on October 26. The authority will then send a final recommendation to the business secretary.
