Treasury announces first outbound-investment penalty, $200,000 against Amidi
$200,000. Treasury says that is the first civil penalty issued under its Outbound Investment Security Program.
The department said Amidi, LLC failed to notify it about an April 2025 investment by the company's Chinese-fund subsidiary. The subsidiary invested about $92,478 in Shanghai Qiongche Intelligent Technology Company Limited, also called Noematrix, which Treasury describes as an embodied-artificial-intelligence company.
The penalty was issued in July and announced Wednesday.
The program took effect in January 2025. It requires notification for some investments and prohibits others involving China, Hong Kong and Macau in artificial intelligence, semiconductors and quantum computing. Its rules also reach covered transactions made by controlled foreign entities.
