Russia's Transport Ministry said unmanned vessels attacked the Liberia-flagged tanker Aframax Rio off the country's Black Sea coast on Tuesday, leaving oil burning on the water.
Transport Minister Andrey Nikitin convened a response headquarters. The ministry said all 23 crew members, who are Indian nationals, were rescued. No injuries were reported on a preliminary basis.
Oil was still burning.
Firefighting can begin once the intensity falls enough for rescue vessels to approach safely, the ministry said. It added that the forces and equipment available were sufficient.
The ministry did not identify an attacker, say how much oil the tanker carried, or report how much entered the water.
