Treasury has sanctioned a British protest group, a transnational Palestinian network and the Italian collective that hosts far-left sites, and only the host was given a wind down window

Treasury sanctioned three organisations on Wednesday. Only one of them was given a way out.

The Office of Foreign Assets Control designated Palestine Action, the United Kingdom group proscribed as a terrorist organisation by the British government in July 2025, alongside Masar Badil and the Italian hosting collective Autistici Inventati. Two people OFAC describes as officials of Masar Badil were added at the same time: Zaid Abdulnasser, born 1995 and listed against Germany, and Rawa Alsagheer, born 1997 and listed against Brazil. All five entries fall under Executive Order 13224, the counterterrorism authority signed on 23 September 2001.

Scott Bessent, the Treasury secretary, said in the announcement that political terrorism "has no place in our society".

Three organisations, three descriptions

The listings are worth reading against each other, because OFAC classifies the three parties very differently.

Palestine Action carries an organisation type of "Transnational Terrorist Group" and an established date of 30 July 2020. Masar Badil, which also appears under the name Palestinian Alternative Revolutionary Path Movement, is listed as an "Advocacy organization" established in October 2021 and tied in the entry to the Samidoun Palestinian Prisoner Solidarity Network, which the United States and Canada sanctioned jointly on 15 October 2024. Autistici Inventati is listed as "Data processing, hosting and related activities", established in 2001, with a street address on the Strada Statale Abetone e del Brennero at San Giuliano Terme in the Province of Pisa and its website printed in the entry.

Treasury says Autistici Inventati supplies website hosting on foreign servers, encrypted email, chat and video conferencing, and the architecture behind its Noblogs platform, and that it provides those services only to individuals and groups it vets as ideologically aligned. The designation basis given for it is material assistance to an act of terrorism, which is the same basis given for Palestine Action. Masar Badil is designated on the ground that it is owned, controlled or directed by Samidoun, and the two individuals on the ground that they are leaders or officials of Masar Badil.

None of that is a finding by a court. These are designations, and the descriptions are Treasury's.

The licence names one party

Counter Terrorism General License 36 was issued the same day under the Global Terrorism Sanctions Regulations at 31 CFR part 594. It authorises transactions prohibited by those regulations that are ordinarily incident and necessary to winding down any transaction involving Autistici Inventati, or an entity it owns 50 percent or more of, through 12:01 a.m. eastern daylight time on 25 September. Payments to a blocked person still have to go into a blocked account.

Palestine Action and Masar Badil are not in it.

The recent actions page records no other counterterrorism licence issued that day, and no document explains the difference. What the difference does is practical. A party covered by a wind down licence has a month of authorised unwinding behind it, and a party without one does not.

Treasury also points, in the same release, to OFAC's FAQ 1190, which states that the United States does not sanction people for political speech or other constitutionally protected activity, and to the definition in the executive order itself, which reaches violent acts and acts dangerous to human life, property or infrastructure intended to intimidate a civilian population or coerce a government.

Where this sits

The release places the action inside the 2026 U.S. Counterterrorism Strategy, which it says names violent far-left groups as one of three major terrorist threats to the United States, and describes it as building on a State Department action of 13 November 2025 directed at groups it called antifascist.

All property and interests in property of the designated parties that are in the United States, or in the possession or control of United States persons, are blocked and must be reported. Any entity owned 50 percent or more by one or more blocked persons is blocked as well, whether or not it appears on the list.
