NRC proposes reactor rule overhaul with up to $411m in projected savings

The Nuclear Regulatory Commission proposed a broad revision of reactor licensing, decommissioning and oversight rules in a 338-page filing.

The proposal spans nine parts of the nuclear rulebook. It covers event reporting, decommissioning, trust-fund use, seismic design, risk analysis, operator licensing and requirements adopted after Three Mile Island. The agency says the changes would streamline regulation while preserving public health, safety and security protections. Savings are estimates.

The NRC estimates combined industry and agency savings of $311m using a 7 percent discount rate, or $411m using 3 percent, over 30 years, with industry accounting for most of the projected savings. The document was filed for public inspection Wednesday and is scheduled for publication Thursday.
