Trump waives new Graham Act sanctions and tariffs on Russia
President Donald Trump waived new tariffs and sanctions in an October 16 order implementing the Lindsey O. Graham Sanctioning Russia and Iran Act.
The waiver has no fixed expiry.
The order sets out additional duties of 500 percent on Russian goods and 100 percent on goods from certain leading buyers of Russian oil or gas and facilitators of sanctions evasion. Section 4 then waives those duties and listed sanctions provisions.
The waivers continue until Trump or the secretary of state, consulting Treasury and the US trade representative as appropriate, determines that further action is appropriate.
Earlier Russia sanctions remain in place. The order expressly preserves sanctions and other measures under earlier executive orders that were in effect before the Graham Act was enacted.
