The United Arab Emirates attorney-general says a Flydubai co-pilot attacked the captain with a crash axe and tried to take control of flight FZ1073.
The statement did not name him.
Attorney-General Hamad Saif Al Shamsi said investigators view the conduct as an attempted terrorist act. That is the authority's characterization, not a final result.
The investigation remains open. Al Shamsi said officials are examining the circumstances, motive, possible links, and physical and digital evidence. The UAE says final findings will follow after those procedures are complete.
