Commerce sets weekly caps for new polysilicon importers through December 3

Commerce can block polysilicon imports before new minimum prices and tariffs begin on December 4, under a temporary final rule filed Tuesday morning.

The rule is already effective. Commerce will compare existing importers with their historical weekly averages and notify Customs when it finds volumes substantially higher than normal.

Importers newly registered on or after August 6 face fixed weekly caps through December 3. Those limits are 12 kilograms of polysilicon, 7 kilograms for the listed ingot and wafer classifications, 2,000 solar cells and 55 modules. Exceeding a cap without approval can stop further entries during the period.

Commerce created a waiver process and said it will act against arrangements using multiple importers of record to circumvent the restrictions.
