CBP proposes electronic filings and bonds for imports valued at $2,500 or less
U.S. Customs and Border Protection proposed electronic entry deadlines and bonds for informal imports valued at $2,500 or less.
Mail changes most.
Type 11 entries would be due electronically by the date of importation and would identify the final delivery party when it differs from the consignee. A new type 13 entry for international mail would add sender and tracking-number data.
Mail arriving without a timely entry would remain in custody. After 15 days, CBP would treat the package as voluntarily abandoned, and the Postal Service could return or destroy it.
All type 11 and type 13 filers would need a basic importation and entry bond. Listed bond breaches would carry at least $1,000 in liquidated damages.
CBP estimates $39.72 in broker and time costs for an average type 13 entry and more than $1bn in first-year private costs. Comments close 60 days after publication.
