What it changes

For anyone driving in eastern Collier County or the Hendry County farm belt this evening, the practical instruction is the one the National Weather Service put in the alert itself, which is to turn around rather than drive through a flooded road. That instruction sounds like boilerplate and is not: the service attaches it because most flood deaths in the United States happen in vehicles, and the roads in the advisory area are exactly the kind where it matters, flat, rural, poorly drained and dark by the time this clears. The area under the advisory is not the coast. The service names Immokalee, Ave Maria, Hendry Correctional, Bunker Hill and Sunniland, which puts the flooding inland and east, in the agricultural interior of Collier and the neighbouring stretch of Hendry, rather than in Naples, Marco Island or anywhere on the Gulf. A reader in coastal Collier is not inside this and should not treat it as though they were. A reader in Immokalee or Ave Maria is, and the specific hazard the service describes is water standing over roadways and in poor drainage areas, not a river or a canal coming out of its banks. The scale to hold in mind is a couple of hours of heavy rain rather than a flood event. Between two and three inches had fallen when the advisory went out at 4.53 p.m. and the service expected another one to two on top of it, which is enough to put water across low ground and across roads that drain badly, and it is the reason the advisory was written to run only until 6.45 p.m. Storms of this kind in August in Southwest Florida are common and usually pass, and the advisory expiring on schedule is the ordinary outcome rather than a surprise. What would change the picture is the storm sitting still. The wind statement the same office issued nineteen minutes earlier for the same area described the thunderstorm as nearly stationary, and a storm that does not move puts its rain on the same ground for the whole of its life. That is the mechanism that turns an advisory into something worse, and it is the thing worth watching between now and 6.45 p.m. rather than the rainfall total on its own. It is worth being plain about how thin the ground reporting is at this hour. The rainfall figures are radar estimates, which is what the service states in its own text, and not gauge readings or reports from anyone standing in the water. No county emergency management office has issued anything. Neither the Collier County Sheriff's Office nor the Hendry County Sheriff's Office has published a road closure, no school or shelter has been affected as far as any authority has said, and no rescue, injury or property damage has been reported by anybody. None is asserted here. The state road incident board was read while this was written and carries no Collier County record at all, which means no incident is running on Interstate 75 or any other state road in the advisory area. That is genuine and it is also narrow: the roads that flood around Immokalee and Ave Maria are county and city roads, and they do not appear on that board whatever is happening on them, so an empty board is not an all-clear for the roads a resident there would actually be driving on. The wider context is a wet week rather than a single bad evening. Gulf Coast News is forecasting high storm coverage across the region all week, so ground that takes two to three inches this evening will have had little chance to dry before the next round arrives, and repeated rain on saturated ground is what makes the third or fourth advisory of a week bite harder than the first.

The National Weather Service office in Miami issued a flood advisory at 4.53 p.m. on Tuesday covering portions of Collier and Hendry counties, and it runs until 6.45 p.m.

The service states that between two and three inches of rain had already fallen when the advisory went out, that another one to two inches is expected, and that minor flooding in low-lying and poor drainage areas is either occurring or about to begin. Its own description names water over roadways and ponding of water in urban and other areas.

The locations the service lists inside the advisory are Immokalee, Ave Maria, Hendry Correctional, Bunker Hill and Sunniland. That places it inland and east, across the agricultural interior of Collier County and the neighbouring part of Hendry, rather than on the coast.

The rainfall figures are radar estimates. The service attributes the finding to Doppler radar indicating heavy rain due to thunderstorms, rather than to gauge readings or to reports from the ground, and nothing here should be read as a measured total.

The alert is a new issuance rather than a continuation of an earlier one, and it is written at the Minor severity level, which is the level the service uses for the kind of flooding it describes here.

Nineteen minutes before the advisory, the same office issued a separate statement for Hendry and inland Collier tracking a strong thunderstorm near Hendry Correctional, about fourteen miles east of Immokalee, moving northwest at 10 mph and carrying wind gusts of 45 to 50 mph. It described that storm as nearly stationary. The two products cover the same system, one for its wind and one for its rain.

Gulf Coast News carries the advisory. Its Tuesday forecast article by Sara Blue was updated at 5.04 p.m., eleven minutes after the alert was issued, to open with the advisory and its 6.45 p.m. expiry.

No county emergency management office, sheriff's office or utility has published anything on this. No road closure, rescue, injury or property damage has been reported by any authority, and none is claimed here.

This desk read the Florida Highway Patrol live incident view at about 5.12 p.m. The board carried 110 incident rows statewide and not one of them falls in Collier County. That is consistent with state roads running normally through the advisory area, and it is not an all-clear for the county and city roads around Immokalee and Ave Maria, which do not appear on that board at all.

This item carries no breaking flag. It is an advisory at the Minor severity level rather than a flood warning, and it is set to expire inside two hours of publication.
