$17.5bn is not a loss estimate.
The Financial Crimes Enforcement Network analyzed 5,702 Bank Secrecy Act reports filed from March 2025 through February 2026. Those reports covered about $17.5bn in suspicious activity, including completed and attempted transactions.
Depository institutions filed 5,080 of the reports, about 89 percent, and accounted for approximately $15.2bn. FinCEN identified home health care businesses as the suspected provider in 20 percent of the full dataset.
The report is careful about the limit. Suspicious activity filings are not proof of fraud and do not measure its full scale. Their amounts can include transfers between accounts, inbound and outbound transactions, continuing reports, errors and activity that may be legal.
