FinCEN proposes blocking fund transfers involving A7-controlled companies

FinCEN proposed barring covered US financial institutions from transmitting funds involving companies outside the United States that it finds are controlled by the A7 Network.

The proposal is not yet final.

FinCEN says its investigation identified more than $17bn in dollar-denominated transactions processed by A7 sub-agents from January 2025 through June 2026. The agency designated that class of transactions a primary money laundering concern connected to Russian illicit finance.

OFAC separately added the A7 Network to its sanctions list as a transnational criminal organization. Its entry names Russia, Kyrgyzstan, Nigeria and Zimbabwe, and Treasury says covered property in the United States or controlled by US persons is blocked. No response was sought from the network.
