EPA repeals most 2024 power plant carbon standards and proposes ending the rest

The reach is broad. The EPA repealed most 2024 greenhouse gas standards for fossil fuel power plants in a final rule filed Wednesday, removing emission guidelines for existing steam units and carbon capture standards for modified coal units and new base load turbines.

The rule takes effect 60 days after publication. EPA estimates $160 billion in present value compliance cost savings from 2026 through 2047 at a 3 percent discount rate. It leaves efficiency standards for new turbines in place.

EPA also proposed rescinding its 2015 findings and all remaining greenhouse gas standards for the plants. The agency says Clean Air Act section 111 does not authorize regulation in response to global climate change. Comments are due 45 days after publication, and a virtual hearing is set for October 1.
