DOE says its 2022 manufactured-home energy rule has no legal effect

The Department of Energy says its 2022 energy standards for manufactured homes have no legal effect after the enactment of the 21st Century ROAD to Housing Act on July 11.

The law says a federal manufactured-home energy standard does not take effect unless HUD adopts it through the statutory consensus process. DOE's notification says HUD has not yet done so.

DOE will not enforce the 2022 rule and plans a conforming rulemaking. The law gives HUD one year from enactment to adopt minimum energy standards, followed by updates every three years.
