DHS proposes $70,000 fee for a school's first OPT recommendation
The Department of Homeland Security proposed charging an educational institution $70,000 before it recommends an F-1 student for Optional Practical Training for the first time.
The school would pay.
Each later recommendation would cost $30,000, including a STEM extension. The fee would not turn on an employer change, and U.S. Citizenship and Immigration Services could not grant work authorization until the school paid.
Nothing is due now. The proposal would take effect 60 days after a final rule is published, if it becomes final. Comments close 30 days after the proposal publishes.
DHS estimates annual fee collections from $8.4bn to $16.5bn, depending on how many schools continue making recommendations. Its primary estimate is $12.4bn. The agency identified 2,478 schools whose students participated in OPT from 2022 through 2024.
