CBP asks whether every importer should submit the export documents filed in the country of origin

U.S. Customs and Border Protection is considering whether every importer of record should submit the export documents filed with a foreign customs authority. The agency filed an advance notice Tuesday and asked about export declarations, invoices, packing lists, origin certificates, permits and transport documents.
Nothing changes yet.
CBP also asked whether it should collect identifiers for each shipment's manufacturer, shipper and exporter, including foreign tax or global business identifiers. The agency said the additional records could help it compare foreign declarations with U.S. entry data and detect illegal transshipment.
The document asks whether any future requirement should be phased by entry type, commodity, country or transport mode. Comments are due 90 days after publication in the Federal Register.
