Basel survey finds every sampled bank above both liquidity minimums

Every bank in the Basel Committee's sample met both liquidity minimums at the end of 2025. The monitoring report puts the weighted average liquidity coverage ratio at 136.6 percent for large internationally active banks and the net stable funding ratio at 123.3 percent. Both minimums are 100 percent.

Capital moved less. The current Common Equity Tier 1 ratio held at 13.9 percent for those large banks. Applying the final framework in full would increase their minimum required Tier 1 capital by 2.2 percent on average. They reported a EUR1.2bn shortfall, up from EUR0.9bn in June 2025.

The sample covers 149 banks. The calculations assume full application of the 2028 requirements and no change in profitability or balance sheets. That matters. This is a snapshot, not a forecast.
