Kif Leswing at CNBC first reported the remark, made on Tuesday at a House Foreign Affairs Committee hearing on the Bureau of Industry and Security budget. Jeffrey Kessler, under secretary of commerce for industry and security, said very few shipments against licences for H200s and equivalents had taken place, and called it a very small quantity of chips. He was speaking about China and Hong Kong. The comment indicates shipments have restarted. Nvidia has excluded Chinese AI chip revenue from its forecasts since last year, and Chief Executive Jensen Huang said in May that he had told investors to expect nothing from Chinese sales. An Nvidia representative declined to comment. In December, President Trump said the government would approve H200 sales to China in exchange for a 25% cut.
