Citizens insurance rates fall for most Collier and Lee homeowners, with wind-only exceptions
Citizens Property Insurance Corporation will reduce rates for most of its Collier and Lee County customers in 2026 under a slate of rates the Florida Office of Insurance Regulation approved. The changes take effect July 1 for new policies and apply to existing policies as they renew through the year.
Statewide, Citizens put the average homeowner multiperil reduction at 8.8 percent and the average wind-only reduction at 5.5 percent, with every personal-lines policyholder seeing a cut of at least 2 percent, according to the corporation's March 4 announcement. The county detail sits underneath that headline, and in Southwest Florida it is mixed.
For a standard Collier homeowner on a multiperil HO3 policy, the approved average rate falls 6.0 percent, taking the average premium from $4,531 to $4,261. In Lee County the same policy falls 8.5 percent, from $3,322 to $3,039. Condominium-unit owners do better still, with Collier HO6 policies down 11.3 percent and Lee HO6 policies down 7.0 percent. Wind-only homeowner policies ease 5.4 percent in Collier and 5.9 percent in Lee.
Not every line falls. Wind-only dwelling coverage, the DW2 form that sits on many rental and secondary homes near the water, rises 8.7 percent in Collier, from an average $7,832 to $8,512, and 3.9 percent in Lee, and mobile-home wind coverage rises in both counties as well. Those are smaller books than the homeowner lines, but they are the coastal exception to a broadly falling market.
Across all Citizens personal lines, the approved figures show 4,869 of 6,162 Collier policies and 15,145 of 21,124 Lee policies receiving a decrease, for county averages of 4.1 percent down in Collier and 4.3 percent down in Lee. Citizens remains the insurer of last resort, and the state has spent recent years moving policies to private carriers, so the pool these rates apply to is smaller than at its peak.
